DHS bought over $14 billion in goodsand services in fiscal year 2011-overone quarter of its budget-andprocessed over 100,000 transactionsto support its homeland securitymissions. In 2005, DHS established anoversight program to providedepartment-level insight intocomponents' procurement of goodsand services and to identify successfulacquisition management approaches.DHS has also established specificinitiatives, such as a strategic sourcingprogram in 2003 to reduceprocurement costs and gain otherefficiencies by consolidatingrequirements. GAO (1) assessedDHS's efforts to implementprocurement oversight, and (2)identified DHS components' use ofstrategic sourcing to leverage theirbuying power. To do this, GAOreviewed procurement oversightpolicies and guidance, interviewedofficials from OCPO and DHScomponents, reviewed prior GAOreports, reviewed on-site reviewfindings and recommendations, andexamined DHS and componentdocumentation of oversight andstrategic sourcing efforts.
