Years of poverty and corruption have taken their toll, and the Mexican political structure is in turmoil. Border Patrol agent Sabin Wolf finds himself assigned to protect the leader of an emerging government in exile. The assignment places him in direct conflict with terrorist Hatem Fayyad whose mission is to disrupt the new government and assassinate the man trusted to Sabin's care.
