A decade after the United States helped regional leaders coax the warring sides of Sudan and now South Sudan to end the decades-long war that displaced and killed millions, the very same type of violence has returned to the region under this new and independent leadership. The peace agreement signed in August, 2015, offers a vehicle by which the parties responsible for this catastrophe might change the trajectory of their country.
