In 1953 the Houston Police Department was enmeshed in a narcotics scandal, its first. Before it was over, a detective was dead of two gunshot wounds to the heart. It was ruled a suicide. A federal agent came to town to investigate, sending two other people to prison. The police chief lost his job, a captain was fired and the department was in turmoil.
