Tom Sims is an honest cop. Because of problems and pressure in his personal life, he takes a bribe for the first time in his life from a local street hustler named Smiley. His boss and gang leader Ridley now blackmails Tom to do his bidding. When Tom resists, Ridley kidnaps a local girl. Tom asks Smiley for help to bring the girl back alive.
